Agenda Manipulation is the process where, by reframing the agenda and ordering decisions in the right way, any decision can be reached in a Democracy.
This desired result is achieved by taking advantage of Majority Cycling: making sure that at each stage of decision making, a different composition of majority determines the outcome. The authority taking decisions about the decision making process needs to know the preference of the participants to ensure the desired outcome by shifting majorities.
First they came for the socialists, and I did not speak out— Because I was not a socialist.
Then they came for the trade unionists, and I did not speak out— Because I was not a trade unionist.
Then they came for the Jews, and I did not speak out— Because I was not a Jew.
Then they came for me—and there was no one left to speak for me.
